Lisbon and the Tories
So the Czech Constitutional Court has said the treaty is okay and the President will now sign. That will mean the treaty is ratified by all the States in the EU.
Of course Cameron has to go back on the promise of a Referendum. The Treaty is law. It would be as daft as holding a referendum on whether America should be allowed independence or Calais should be given back to the French. All these things have happened.
The interesting thing is that we are the only country in Europe without a proper written Constitution. Nobody understands the full workings of our unwritten one, because actually it does not exist. It is just a string of acts, conventions and precedents, plus a good deal of ceremony. It kind of works as a framework for government, but as we are discovering, not very well. As a basis for judgement of issues like Lisbon we are left high and dry.
